fix: deploy TaskQuery script scope (2.0.32-SAC)

Publish TaskQuery helpers to script scope after import so ExecutionTimeLimit checks work from nested deploy callers; add RDP_DEPLOY_FUNCTIONS_ONLY early exit for isolated function loading.
